Highlights of Council decisions
Regular meeting held on April 18, 2018 at 6:30 pm
The Council of Mayors adopted the 2017 financial report as presented by the accounting firm Dignard Éthier CPA inc. The full report, available in French, can be viewed here.
The MRC Pontiac will sign a Memorandum of Understanding with Outaouais Volunteer Rescue (OVSAR-SBO) for emergency response in remote areas. In addition to providing protection for users of the vast territory that is not accessible by the road network, this protocol will allow the MRC to receive financial assistance from the Ministry of Public Security.
The Fire Safety Committee (CSI) has been restructured to ensure that the four areas of the MRC Pontiac are well represented. MRC Council adopted the new structure and the nomination of the proposed members for each of the sectors, as follows:
East Sector: Brent Orr and Lee Laframboise
North Sector: Daniel Ladouceur
Centre Sector: Alain Gagnon, Colleen Larivière, Gilles Dionne, Sarah Bertrand, Serge Newberry, Kevin Kluke, Darcy Belair, and Gaétan Fortin
West Sector: Roger Lavoie, Fernand Roy, Larry Perry and Glynn Fleury
Warden, Jane Toller, pro-warden, Kim Villeneuve, and an MRC Pontiac representative, either the Director General or his deputy will also be part of this committee.
DONATIONS AND SPONSORSHIPS
A financial contribution of $ 999 was given to the CLSC Pontiac Foundation for a bronze plaque; Grand Défi Pierre Lavoie also received a grant of $ 500.
On the recommendation of the Economic Development Working Committee, MRC Council adopted a territorial marketing action plan to attract new entrepreneurs and families to the Pontiac. The plan includes a diagnostic study of the region, data analysis and the development of promotional tools. This work will be done in collaboration with the municipalities, the Chamber of Commerce, the SADC, the business representatives who sit on the Tactical Task Force (GTI), and so on, in order to respond well to local needs. Funding for the project will come out of the Investor Attraction budget in the Territory Development Fund.
ANNUAL VOLUNTEER RECOGNITION AWARD
The MRC Pontiac has created a new recognition program to acknowledge the commitment of volunteers who tirelessly contribute to the well-being of the Pontiac community. The recognition award will be presented annually in April as part of Volunteer Month. The MRC will solicit nominations from each municipality and organize the annual awards.
MOOSE HUNTING IN FREE TERRITORY FOR NON-RESIDENTS
The MRC Pontiac will ask the Minister of Forests, Wildlife and Parks, Mr. Luc Blanchette, to modify the new rule requiring non-resident hunters to use the services of an outfitter, wildlife sanctuary, or controlled zone (ZEC) for moose hunting south of the 52nd parallel. The MRC is of the opinion that vacation leaseholders should be exempt from this rule given that they pay rent to the government of Quebec, as well as property and school taxes.
Of the 1,218 vacation leases in the TNO, 213 (17.5%) are held by non-residents, primarily from Ontario (87%) and the United States (12%).
