ADMINISTRATION
BUDGET 2020 : Budget équilibré centré sur le développement économique
Le Conseil a voté pour l’adoption d’un budget de 8,16 millions $ pour 2020, soit une augmentation de 2,11 millions $ sur 2019. Cette augmentation n’affectera pas pour autant le fardeau fiscal des contribuables puisque la majeure partie est générée par le nouveau pacte fiscal 2020-2024 conclu entre le gouvernement du Québec et les municipalités. L’impact sur le budget porte essentiellement sur une augmentation importante des fonds alloués pour le développement économique, plus d’un million de dollars dans le cadre d’un fonds baptisé : Fonds « Région et ruralité ».
La quote-part municipale se maintient à 0,14 $ par tranche de 100 $ d’évaluation.

Changement aux heures d’ouverture de la MRC
À compter du 1er janvier 2020, les bureaux de la MRC de Pontiac seront fermés entre 12 h et 13 h. Ce nouvel horaire s’applique uniquement aux services rendus à l’accueil de la MRC et n’affecte pas l’horaire du point de service de la SAAQ, dont les heures restent inchangées : de 9 h à 16 h du lundi au vendredi, sauf le mercredi où le bureau ouvre à 9 h 30.
Danielle Belec assumera l’intérim aux communications
La MRC a convenu d’une entente avec Mme Danielle Belec pour couvrir le poste de Conseiller stratégique aux communications, lequel est vacant depuis le départ de M. Jérémi Vaillancourt en octobre. Ayant occupé ce poste jusqu’à son départ à la retraite en 2018, Mme Belec connait bien les enjeux de la MRC de Pontiac et a accepté d’assumer l’intérim jusqu’à l’embauche d’un nouveau candidat.

La MRC demande un moratoire sur l’attribution de volume de bois du Pontiac
La MRC de Pontiac demande à monsieur Pierre Dufour, ministre des Forêts, de la Faune et des Parcs d’imposer un moratoire sur l’attribution de volume de bois du Pontiac à des usines situées à l’extérieur de la MRC et d’en conserver une partie pour les projets de développement du Pontiac.
Le territoire du Pontiac représente à lui seul 40% des volumes de bois disponibles en provenance de la forêt publique en Outaouais. Depuis la fermeture de l’usine de pâte feuillue à Litchfield en 2008, ces volumes étaient accaparés surtout pour des usines à l’extérieur du territoire du Pontiac. Mais les fermetures récentes d’usine font qu’une partie de la ressource n’est plus récoltée en ce moment.
Or le Pontiac a présentement sur la table plusieurs projets intéressants qui nécessiteront un volume important de bois.
La MRC demande une garantie de paiement d’une somme due aux producteurs de bois du Pontiac
La MRC de Pontiac demande au gouvernement du Québec de garantir le remboursement de la dette de l’usine Fortress envers les producteurs de bois privés du Pontiac.
Dans un contexte économique difficile pour toute l’industrie forestière, la somme impayée est importante et menace la viabilité des producteurs de bois du Pontiac. La MRC demande donc au gouvernement de garantir le paiement de cette somme à même le prêt de 8M$ qui aurait été consenti pour aider à la relance de l’usine Fortress.
SÉCURITÉ
La MRC réitère l’importance d’une enquête indépendante sur les inondations
Six mois après l’inondation dévastatrice de 2019, la population pontissoise ignore toujours la cause réelle des inondations pritannière de 2017 et 2019, et ce, malgré les nombreuses demandes d’études déposées par le Conseil de la MRC de Pontiac, dont celle de septembre qui exigeait une commission d’enquête indépendante (C.M. 2019-09-15).
Puisqu’une bonne compréhension des causes est essentielle à la prévention des inondations et considérant l’importance de la mise en œuvre de plans anticipatoires pour se préparer à toutes les éventualités qui pourraient survenir dans le futur, le Conseil de la MRC de Pontiac a résolu de relancer sa demande d’enquête indépendante et implore à nouveau les autorités politiques compétentes de procéder à un examen urgent de cette affaire.
DÉVELOPPEMENT ÉCONOMIQUE
La MRC investit 50 000 $ dans la Villa James Shaw
S’ayant engagé en juin dernier d’investir 50 000 $ pour la réalisation du projet de la Villa James Shaw, le Conseil de la MRC a décidé cette semaine de retirer cette somme du Fonds de développement du territoire (FDT) 2015-2020. Cet investissement témoigne de l’importance d’une maison de retraite pour la communauté pontissoise.
