ECONOMIC DEVELOPMENT COMMISSIONER (Agricultural profile)

The Regional County Municipality (RCM) of Pontiac is located in the southwestern part of the province of Quebec on the banks of the majestic Ottawa River, which forms a natural border with Ontario. It is known for its rich natural resources, built heritage and cultural diversity. The Pontiac has a population of close to 14,000, of which approximately 57% are English-speaking, spread over 18 municipalities and an unorganized territory of 9,000 km2.

DESCRIPTION

The Economic Development Commissioner provides support services to local and regional development. They work closely with community partners and provides strategic advice to foster agricultural and agri-food development in the Pontiac. In the current context, this position may require remote work requiring excellent time management skills and a high level of independence. This position reports to the MRC Pontiac’s Economic Development Department.

RESPONSIBILITIES

  • Promote and market agriculture/agribusiness and agri-food opportunities in all our communities to farmers, entrepreneurs and investors;
  • Support municipalities, organizations, agencies and agricultural and agri-food committees in our territory (e.g., Union des producteurs agricoles, Comité agricole, Table agroalimentaire de l’Outaouais, etc.);
  • Assist in the promotion of new and unique products, services and businesses;
  • Support the attraction and retention of agricultural investments;
  • Contribute to the management of funds and financial programs of the MRC Pontiac;
  • Support and develop education and training programs that will have an economic impact on our region, in collaboration with existing education and training organizations;
  • Assist farm/agri-businesses, organizations, etc. in submitting applications, proposals, etc. to local, provincial and federal programs;
  • Establish and maintain contacts with local, provincial and federal government departments and organizations related to agricultural development;
  • Contribute to the development and annual update of the agricultural components of the Vision 2030 strategic development plan;
  • Carry out special projects, promotional events, etc;
  • Carry out any other mandate given by management.

REQUIRED SKILLS

  • University degree or other experience deemed equivalent in agricultural studies, regional development or related discipline. Academic background may be offset by equivalent experience or training;
  • Ability to develop excellent relationships with the public and demonstrate courtesy and efficiency;
  • Working knowledge of the rural environment, municipal context and socio-economic issues;
  • Excellent research and report writing skills and professional communication skills;
  • Organizational, analytical, synthesis and problem-solving skills;
  • Computer skills, including familiarity with Microsoft Word, Excel, Zoom, Teams, etc;
  • Ability to manage multiple files and prioritize them independently;
  • Ability to work under pressure and manage certain files as a team;
  • Ability to work under pressure and manage some files in a team environment;
  • Demonstrate autonomy, leadership and dynamism;
  • Fluent in written and spoken French and English,
  • Have a valid driver’s license and access to a vehicle.

STRENGTHS

  • Experience in managing and monitoring formal projects through the application of recognized management principles would be an asset
  • In-depth knowledge of the municipal environment.

TREATMENT

This position is permanent and full-time, 35 hours per week. The remuneration will be established according to the collective agreement in effect at the MRC Pontiac.
