Component 1 – Support for Regional Outreach

Bill 47 – An Act to ensure the implementation of certain measures of the 2020-2024 partnership between the Government of Québec and municipalities was assented to in the National Assembly on December 11, 2019, creating the Fonds régions et ruralité (FRR).

The FRR has four components.

In continuity with the Fonds d’appui au rayonnement des régions (FARR) (2016-2020), this component is designed to support projects whose benefits extend beyond the territory of an RCM. It supports the Strategy to ensure the occupation and vitality of the territories, which stems from the Act to ensure the occupation and vitality of the territories (RLRQ, chapter O-1.3). The annual envelope is $50 million, divided among the administrative regions.

For 2021-2022, $3,060,276 has been allocated by the Government of Quebec to support development projects that meet the Outaouais’ five priorities. These priorities were determined by municipal and regional elected officials. The initiatives submitted must have an impact on the territory of more than one regional county municipality (RCM).

Eligible organizations will be able to apply for financial assistance on the Ministry of Municipal Affaires and Housing (MAMH) website from Monday, May 3, until May 14, 2021.

A virtual information meeting will be held prior to the project submission period. Interested developers can contact the Outaouais Regional Office of the Ministry.

The Outaouais’ five priorities are as follows:

  • Catching up with the region’s historical backlog in health and social services, education and economic development.
  • Foster strong and sustainable community development based on solidarity and a strong link between rural and urban areas.
  • Build a strong regional identity.
  • Foster resilience to climate change by ensuring sustainable development.
  • Develop the economy and improve the competitive position with respect to the border situation through innovation and diversification.

The following organizations will be eligible:

All applicants are eligible for financial assistance, with the exception of private companies in the financial sector and financial cooperatives.

However, organizations listed in the Register of Enterprises Not Eligible for Government Contracts are not eligible. The Minister may refuse any application from an otherwise eligible organization if it is involved in a dispute with the Government of Québec or if it is in default of its obligations to the Minister under an Act administered by the Minister, a regulation thereunder or an agreement.
