RÈGLEMENT NUMÉRO 257-2019

Règlement relatif à la rémunération du préfet élu au suffrage universel et des membres du Conseil de la MRC de Pontiac pour l’année 2020

AVIS PUBLIC est donné, par les présentes, par le soussigné Directeur général et secrétaire-trésorier de la Municipalité régionale de comté de Pontiac :

QUE lors de la séance ordinaire tenue le 16 octobre 2019, un avis de motion a été donné de l’adoption, à une séance ultérieure, du règlement numéro 257-2019.

QUE le 27 novembre 2019 fut présenté le projet de règlement numéro 257-2019 intitulé « Projet de règlement relatif à la rémunération du préfet élu au suffrage universel et des membres du Conseil de la MRC de Pontiac pour l’année 2020» :

  1. L’article 2 prévoit que la rémunération de base des membres du Conseil des maires, à l’exclusion du préfet, soit de 4083.33$ pour l’année 2020 (4 003.33$ pour 2019) et que la rémunération de base du préfet élu au suffrage universel soit de 38 885.46$ pour l’année 2020 (38 414$ pour 2018 et 2019). L’article 3 prévoit qu’en plus de la rémunération de base, les membres du Conseil reçoivent une allocation de dépenses équivalente à la moitié de la rémunération de base, sous réserve de l’allocation de dépense maximale prévu à l’article 19 de la Loi sur le traitement des élus municipaux ainsi que du partage des allocations de dépenses prévu à l’article 19.1 de cette loi.
  2. L’article 2.3 prévoit également que le maire suppléant qui remplace le conseiller régional à une séance du Conseil des maires reçoit une rémunération pour sa présence à la séance.
  3. L’article 4 stipule qu’en cas d’absence ou d’incapacité d’agir du préfet en titre se prolongeant au-delà de 30 jours, la MRC verse au préfet suppléant une rémunération additionnelle de telle sorte que ce dernier reçoive, à compter de ce moment et jusqu’à ce que cesse le remplacement, une somme égale à la rémunération du préfet pendant cette période et ce, en conformité avec l’article 6 de la Loi.
  4. L’article 5 du Règlement prévoit que les membres du Conseil ont droit au remboursement des frais de kilométrage encourus pour assister aux séances du Conseil des maires selon le taux établi en vertu du Règlement no 180-2011 pourvoyant aux frais de déplacement des membres du conseil et des employés de la municipalité régionale de comté de Pontiac, tel qu’amendé,  ou en vertu de tout autre règlement au même effet.
  5. L’article 6 prévoit que le Règlement est rétroactif au 1er janvier 2020.
  6. L’article 7 stipule que ce règlement abroge le règlement 247-2018 et tous les règlements antérieurs pourvoyant à la rémunération des membres du Conseil ainsi que le Règlement 239-2017 relatif à la rémunération du préfet élu au suffrage universel.

QUE l’adoption de ce règlement est prévue lors de la séance ordinaire qui se tiendra le 15 janvier 2020, à 18h30, dans la salle Elsie Gibbons, à la MRC de Pontiac située au 602, Route 301 Nord à Campbell’s Bay.

QUE le projet de règlement peut être consulté à la Direction du greffe de la MRC de Pontiac à l’adresse indiquée ci-haut et pendant les heures d’ouverture du bureau, soit de 8h à 16h.
